Bucci attorney denies leases done; departing planner Phillips sees Wal-Mart, but not 'super'

NORTH SMITHFIELD - Bucci Development is denying it, but the president of the Valley Alliance for Smart Growth is claiming the firm has a signed lease agreement in place to bring a super Wal-Mart store to North Smithfield's Dowling Village.
